Kinship Care /Adolescent Services / SILP / TFBH / Adoption

Harlem Dowling maintains over 300 Foster Boarding Homes in the boroughs of Queens and Manhattan. Nearly 11% of that population resides within Therapeutic Foster Boarding Homes (TFBH).

Contracted by the Administration for Children’s Services, Harlem Dowling hosts one of the largest capacity TFBH in the City of New York.

TFBH provides a structural, family environment for youth with severe emotional and/or behavioral needs, who might otherwise be placed in a more restrictive setting.

Treatment Team

  • Foster Parents undergo additional specialized therapeutic training to address the needs of severely emotional disturbed and behavioral challenged youth.
  • In efforts to address the specific needs of each family, Social workers along with socio therapists provide weekly, in-home care and case management services to complement the work done by the foster parents.
  • Clinical and Therapeutic support is available 24 hrs/7days a week to youth and parents.
  • Trained parents and staff provide respite care: Temporary, short-term, out-of-home care essential to family support, which relieves parents from the strain of a daily routine.

With the support of the TFBH Treatment team, youth are encouraged to mature and further develop in a more nurturing and therapeutic home.
