Harlem Dowling's Foster Care Department is the largest department in the agency. It is the umbrella for General Foster Care, Kinship Care, Adolescent Services, Supervised Independent Living, Therapeutic Foster Boarding Home and Adoption.

Harlem Dowling continually takes care to place children in suitable, short-term or long-term homes with a licensed foster parent or kinship caregiver to assure that all of their social, developmental, medical and mental health needs are met. In 2005 Harlem Dowling provided foster homes for over 350 children. We find homes for all children, including large sibling groups, teenage mothers with babies and adolescents who are mistakenly considered less adoptable to some families.

The educational and vocational future of children in foster care is important to us. It is with this interest that our staff create exemplary programming that addresses the individual needs of every child and youth in care.
